Richard is Deputy Leader of the Council and leads the Conservative group.  He has been on Durham County Council since 2005.  Currently he holds the Finance Portfolio on Cabinet, dealing with the significant budget challenges the council faces.  
  
Prior to becoming a Cabinet member, he spent his working life in the pharmaceutical industry as a Laboratory and Technical Manager.  In his younger days he worked on the family hill farm in Upper Teesdale and he has also done some work in small scale property refurbishment.  He is a past Vice-Chairman of the Durham Diocesan Board of Finance and has strong links with the voluntary sector in the county.
